The proposed development comprised a mixed-use infill scheme (c. 13,076 sq m) including 3 No. retail units and 84 No. apartments on a 0.33 ha site. Tom Phillip + Associates (TPA) acted as planning consultants to IRES, providing strategic planning advice to the Applicant and Design Team and was the key point of contact with the Planning Authority (Dún Laoghaire-Rathdown County Council).
The site is located on West corner of Beacon South Quarter between Blackthorn Road and Blackthorn Drive, opposite the Beacon Hospital in Sandyford. The building is designed as a composition of three residential blocks over a double height retail space and crèche unit on the ground floor with a landscaped courtyard on the first floor. The fourteen-storey tower located directly at the junction of Blackthorn Road and Blackthorn Drive is the tallest block of the building. The second residential block along Blackthorn Road will have nine storeys with a plantroom on the roof and the third block along Blackthorn Drive is designed to be eight storeys tall. The proposed residential blocks will contain 12 one-bedroom apartments, 59 two-bedrooms apartments and 13-three bedrooms apartments.
TPA led all planning aspects of the project including: pre-planning consultation with Dún Laoghaire-Rathdown County Council; preparation of the planning application documentation; coordination and preparation of the RFI Response; and the preparation of a First Party Response to 1 No. Third Party appeal against the Planning Authority’s Notification of the Decision to Grant Planning Permission for the development. An Bord Pleanála granted planning permission for the proposed development on 14th June 2019.
