The IKEA store is the first such store of its type permitted in Ireland. Permission was sought for a 30,598 sq m two level large scale retail warehouse over partially enclosed ground level/undercroft parking area incorporating such facilities as a market hall, showroom, warehouse, restaurants, crèche, bistro/shop and 1,527 No. permanent car parking spaces, 121 No. shared parking spaces and 200 No. temporary car parking spaces, all at St. Margaret’s Road, Ballymun, Dublin 11.
Tom Phillips + Associates (TPA) provided strategic planning advice to the Applicant and Design Team, from initial review and revision of the Retail Planning Guidelines, and has served as the Agent for the Planning Application and subsequent Appeal stages. TPA also coordinated and drafted the Environmental Impact Statement (EIS) and led the Project Team at the Oral Hearing. We continue to act as planning advisers to IKEA, lodging numerous Planning Applications subsequent to the Parent Permission.
Fingal County Council granted Permission on 10th October 2006. The scheme was appealed to An Bord Pleanála by 7 No. 3rd Party Appellants and an Oral Hearing was held in March 2007. Permission was granted by An Bord Pleanála on 12th June 2007. The store commenced trading on 27th July 2009. On 24th November 2010, Fingal County Council issued a Final Grant of Permission to IKEA Ireland Limited permitting the amendment of Condition No. 7, which was attached to the Parent Permission and precluded the store from opening before 11am and closing before 10pm from Monday to Friday. The store is now permitted to open from 10am and to close at 9pm from Monday to Friday.
